We’re only just beginning to understand that the insurgency in Iraq, for example, is not necessarily one and the same as al-Qaida – although, of course, there are pieces of al-Qaida involved. There is a lot of grey in this war on terrorism and a lot of grey as to what kinds of groups are really functioning.’”
